Government announces local government reorganisation (LGR) decision for Devon

The Government has announced significant changes to the structure of local government in Devon. From 1 April 2028, district and county councils will be replaced by four new unitary councils: Plymouth City Council, Exeter Council, Torbay Council, and a new Devon Coast and Countryside Council.

Moretonhampstead, along with other moorland communities, will fall within the area of the new Devon Coast and Countryside Council. Until the new arrangements come into effect, residents will continue to receive services from Teignbridge District Council and Devon County Council as normal.

A Structural Change Order is expected later this year, setting out the legal framework for the transition and enabling elections to a shadow authority in May 2027.

Although parish councils are not directly reorganised under the new structure, their role is expected to grow. Some services and assets currently managed by district or county councils may be transferred locally where this is appropriate and in the community’s best interests.

Moretonhampstead Parish Council is already considering the potential transfer of the public toilets in Court Street, in anticipation of future changes and to ensure continuity of provision for residents and visitors. No other asset transfer discussions have yet taken place.

The Parish Council will continue to work closely with Teignbridge District Council, neighbouring councils, and the new unitary authority to ensure that any changes are well‑managed, properly resourced, and deliver positive outcomes for the parish.

Residents will be kept informed as more information becomes available and as the implications for local services become clearer.
