Government launches review of local government reorganisation programme

On 7 September, the government announced that it is launching a review of its local government reorganisation programme.

The review will assess whether current proposals to streamline local government are robust, legally compliant, and aligned with wider plans to “rewire the state” and devolve power to local communities.

As part of this review, work on reorganisation in 14 areas — including Devon — is being paused while the government reconsiders its position. Decisions on reorganisation in Essex, Hampshire, Norfolk and Suffolk have also been withdrawn.

The government has confirmed that elections scheduled for May 2027 will still take place, but will be conducted using existing council boundaries.

This announcement may understandably create uncertainty for councillors, residents and partner organisations. Further detail on the scope and timescale of the review is awaited. Devon’s local authorities will continue to engage with government to understand the implications for the county.

Councillors will be kept informed as more information becomes available, including what any future developments may mean for the council, residents and local services.

In the meantime, council services will continue as normal.
