Moretonhampstead Parish Council is not the Planning Authority. Planning applications within the parish are determined by Dartmoor National Park Authority (DNPA). The Parish Council is a statutory consultee in the planning process and is invited to comment on applications submitted within the parish.
As a consultee, the Parish Council considers planning applications at public council meetings and submits comments to DNPA on behalf of the community. The Council’s comments are only one part of the decision-making process. The final decision to approve or refuse a planning application rests with Dartmoor National Park Authority.

How the Parish Council Considers Applications
The Parish Council considers planning applications at public meetings. Meeting agendas and supporting documents are published in advance, and members of the public are welcome to attend and observe proceedings.
The Council’s response focuses on planning considerations and local impacts. Once agreed, comments are submitted to Dartmoor National Park Authority for consideration as part of the planning process.
Material Planning Considerations
When considering planning applications, comments are generally based on matters such as:
- Compliance with national and local planning policies
- Impact on the character and appearance of the area
- Effect on the Dartmoor National Park landscape
- Impact on listed buildings and conservation areas
- Design, scale and appearance of the proposal
- Highway safety, access and parking
- Flood risk and drainage
- Impact on trees, wildlife and biodiversity
- Residential amenity, including overlooking, loss of light and noise
- Public rights of way and community facilities
Issues such as loss of a private view, property values, land ownership disputes or private covenants are not normally material planning considerations.
